Hi Alain,

I can prove that my old Hauppauge WinTV works equally well as on
7.x as on 8.2. bttv driver is there, and actually I guess all of
those TV-cards produce more-less equally bad picture (yet
acceptable, if you use the composite video input, not the
tuner). 

You can check if your card works with xawtv, motv or kwintv. For
capturing I'd recommend mencoder (part of mplayer). Another
choice could be avicap - it has nicer interface and makes work
easier, yet last time I used it wasn't that stable and would
crash every now and then. Maybe you're more lucky :) For
mencoder you have to play a bit with options - maybe I'll send
you one of my scripts later (if you need and if I find them :)
