Harun,

Please make sure all IPv6 and the 127.0.0.2 /etc/hosts entries are removed, and the new IP address is listed there. If you can ping your hostname and get the new (non loopback) IP address, the dbconsole should start fine. I change my IP address 2-3 times a say on my laptop and dbconsole starts fine every time. Check it's status with emctl status dbconsole. You need to make sure it starts after you have started the database and have received your IP address. I start the database and dbconsole manually to guarantee this.

Regards,
-Michael
