Or more to the point, make sure IPv6 is also correctly configured, host entries are not screwing you up, etc. Since v6 is almost never incorrectly configured, that's pretty unlikely. If you can ping your hostname and get the new (non loopback) IP address, the dbconsole should start fine. I change my IP address 2-3 times a say on my laptop and dbconsole starts fine every time. Check it's status with emctl status dbconsole. You need to make sure it starts after you have started the database and have received your IP address.
