IPv6 is not supported for Oracle 10g OC4J Applications (dbconsole, EM Grid Control, ultrasearch, isqlplus etc). If you can ping your hostname and get the new (non loopback) IP address, the dbconsole should start fine. I change my IP address 2-3 times a say on my laptop and dbconsole starts fine every time. Check it's status with emctl status dbconsole. You need to make sure it starts after you have started the database and have received your IP address.
