I can't comment specifically about the defect management, but the
pktcdvd driver is not necessary to access DVD-RAM.

DVD-RAM disks, most being preformatted as UDF, can be mounted
and accessed just like an ordinary disk drive.  Only the UDF
file system needs to be included in the kernel.
