I can't connect using ftp either (resolves OK but then times out), but 
rsync seems to be working (once I worked out the syntax):

$ rsync powerpc.opensuse.org::opensuse/ppc/factory/repo/oss/
drwxr-xr-x         912 2012/02/21 19:04:10 .
-rw-r--r--    24494754 2012/02/19 00:08:45 ARCHIVES.gz
