Trouble with inetd on Solaris 7

We are able to run Suse proxy as a daemon, but we are unable to run it using inetd. If run through inetd, netstat shows inetd listening on FTP port. Using FTP client to connect to the port, it appears to connect, but gets no response beyond initial connect, and inetd does not spawn the proxy. Telneting to port 21 gets connected, but does not get any further response. To change from daemon mode to inetd mode, we changed the appropriate line in the conf file and changed the inetd.conf ftp line to point to \user\local\sbin\ftp-proxy and sent a kill -HUP to inetd. I am sure we are just overlooking something obvious, but would appreciate the help.
