This is a TCPWrapper reject message.

TCPWrapper            yes
#TCPWrapperName        ftp-proxy

and in /etc/hosts.allow (see "man 5 hosts_access") :

ftp-proxy: localhost 192.168.0.0/255.255.255.0 : ALLOW
