x86-64, s390: Updated yum, tao-yumconf available

As David announced

Changes:
- Fix bug where local yum.conf gets overwritten
- Add official mirrors to tao-yumconf

One thing worth mentioning might be that if you have local mirror and
prefer to use that, you might want to add to [main]

failovermethod=priority

and add you own URL to top of the list. It's still failovering if the
local doesn't have the stuff, but it's not using round robin for URLs
as it's using by default (which is good for the load of the mirrors).

man yum.conf explains this tho.
