New bugzilla database

Hi all,

I've tried to stay in touch with the other RHEL clone projects, and
found that some of the folks in the cAos project are people I'm familiar
with from other projects, lists, etc.  Fortunately, there's more a sense
of working towards similar goals, and less a sense of competing.  They
have, in fact, offered to host a bugzilla database for Tao - a
remarkable act of generosity.
