New yum-2.4 packages for testing (w/ protectbase)

Hi all,

I'm not ready to ship new Tao 4 isos yet, but I wanted to make these new
yum packages available for anybody who wants to test 'em.  They're in a
[testing] repository (.../testing).

The yum-utils package includes a new 'protectbase' plugin (written by
one of the yum developers), which has most (if not all) of the
functionality of the Tao 1.0 protectbase plugin.  See the notes at the
end of the new yum.conf in the yum package for more information.

So far, with light testing, it 'Works For Me'(tm).  It does, however,
operate differently than the original protectbase.  In truth, I think
it's a lot cleaner, and therefore better.

Testing reports welcome.

I'll try to push new T4 isos early next week.
