So you have few options.

a) stick with the RHEL3 codebase
b) use 2.6-series kernel which does have NPTL
c) use some distribution which isn't tied to NPTL (like centos-2 which
is RHEL 2.1 rebuild and therefore 'enterprise class', but oldish now).

There really seem to be a very little interest of keeping upto date
this NPTL backpot for 2.4-series. If that would have some value outside
of redhat, someone would have stood up and would maintain it already :)
