There is a problem with dhcpd (at least for the RPMS built by me for
CentOS-4).  If built with the 3.4.3 gcc included, it won't hand out IP
addresses.

I modified the SRPM so I could build dhcp on EL3 and that dhcpd worked.

The modified SRPM is at http://mirror.centos.org/centos/4/os/SRPMS/ if
you have the same issue.  This was an issue on x86_64 and i386 ... but
it was not on ia64.
