It depends on the locale settings of the sender program, intermediate 
sendmails that can make unwanted conversions and locale settings of 
the reader program. Apart from these, the programs themselves might 
have i18n related bugs. As you can see lots of variables, upon which 
you have little or no influence...

the browser and of the http daemon.

Try to use UTF wherever possible. I have no problems using UTF while
dealing with e-mails from technical related mailing lists (which most
likely use Linux/Unix with good UTF support), but I have to set the
terminal program to a different charset when receiving messages from
our administration which uses mostly Windows (using pine in a
gnome-terminal).
