my old system used iso-8859-1, the default httpd.conf uses UTF-8....

That could be a problem for me; the httpd Default Character Set was 
UTF-8; I changed it back to iso-8859-1 (from my old httpd.conf) and it 
seams, that now I get umlauts by sending e-mail from our webmail-system...

May be the TWIG developers have some ideas or comments on that....
