Regarding ftape-source compilation under 2.4 kernels, something like

/usr/src/modules/ftape# debian/rules KVERS=2.4.22-1 \
 KSRC=/usr/src/kernel-headers-2.4.22-1 \
 KDREV=2.4.22-1 kdist_image

should make a ftape-module Debian package for that kernel. No need to have a
complete and debianized kernel source tree. The procedure you use above
requires a debianized source tree (it should have a debian/changelog file
with the version information)
