splitting localapp into separate source (was: xrexec* and S01-localapps)

i still would prefer leaving them in ltsp-trunk. 

i don't really see the need for a separate source tree (though i do see
the value of separate packages for each distro).

it doesn't seem like the ltsp-localapps stuff would be useful without
the rest of ltsp (although maybe i'm wrong here), and the code isn't so
large as to warrant a separate tree. 

the one advantage i see splitting out it would be if it was releasing
more often and independently of the rest of ltsp ... but i'm not sure
that will be the case in the long-term.

if there are other advantages to splitting it out that i haven't
considered, i'd like to hear more about it.

if people really want it split out, i'll deal.
