I see where my confusion came from:
$ apt-cache show ltsp-server | grep Depends
Depends: debconf (>= 0.5) | debconf-2.0, debconf-utils, debootstrap,
gettext-base, iproute, lsb-release, nbd-server, openbsd-inetd |
inet-superserver, openssh-client | ssh, python (>= 2.4),
squashfs-tools, tcpd, tftpd-hpa, update-inetd

Why is syslinux installed and configured on the client instead of the
server?
