local ltspfs

Hi

Can we have ENABLE_LOCAL_LTSPFS variable so that by default local
ltspfs is disabled and it runs only if enabled via lts.conf? I see the
use of local ltspfs only for rdesktop users connecting to windows
server so we can keep it disabled without causing any problems for
other users.
