Vagrant, I submitted the bug to the Fedora bugzilla. I have found that setting shm-size-bytes = 65535 in the pulse client.conf and daemon.conf allows pulseaudio to start. It seems that you cannot disable shm completely. Pulse audio seems to work ok with 64k of shared memory but I am not pushing it at all. On Fedora, LTSP will barely run in 64MB without swap but it does run.
