New configuration subsystem for LTSP

I implemented a draft for a bash/inetd based daemon that accepts some
variables from the clients, sources whatever shell scripts are
in /etc/ltsp/config.d, and returns the resulting "lts.conf" to the
clients, see the usage function inside the code:

And we also started implementing a GUI editor for that new system:

Some benefits of the new system:
 * More powerful, e.g. can set lts.conf vars when "client ram < 500"
 * It's based on bash scripts, so the sysadmin or packages can drop
   configuration code in /etc/ltsp/config.d
 * If desired, it can also substitude ldminfod to save ram + a port.

If there's interest in it, I can have a working version in a few days.
Of course I'm not going to commit anything if someone thinks it's not a
good idea.
