ltsp chroot functions

i've rewritten some of the $CHROOTEXEC stuff to use an ltsp_chroot
function, and also provided a simple wrapper script that makes use of
these functions, ltsp-chroot.

i don't think it will break anything if people want to continue using
$CHROOTEXEC, or full or relative paths to chroot.

i'd like to merge at some point, but figured i'd give a chance for
feedback before doing so:

  bzr get http://llama.freegeek.org/~vagrant/bzr/ltsp/features/ltsp-chroot-function
