You want the xauth keys to change for each unique Xsession for security reasons, so users cannot hijack the previous user's X server. You also want to ensure that all of the previous user's X clients are disconnected. gdm forces this by restarting X each time you log out. It currently does work even with xauth in the current implementation, so there is no dire need to change it. I suspect the next major iteration of ldm might even be obsolescence if the functionality is implemented in a future version of gdm. GNOME developers have talked in the past about wanting something like this.
