Client shutdown [sometimes] hangs

Hello all!
My name is Mauro Tollardo and I'm new in the list.
I'm building a small computer room for an orphanage in Kenya using LTSP
with Ubuntu Mate 16.04 with some laptops as thin/fat clients. I followed
the instructions in http://wiki.ltsp.org/wiki/Installation/Ubuntu
choosing the chrootless (or pnp) way with two dual nic.
Everything seems ok. The only problem regards shutting down the clients:
they reach rapidly "Reached target shutdown". Sometimes there is a
warning: "D-Bus connection terminated. Failed to start poweroff.target:
connection reset by peer. Failed to open /dev/initctl no such device or
address. Failed to talk to init daemon.
If I wait for a while (20 sec) some clients reach the power off. Others
stop there.
I googled a lot but I found no solutions. Any ideas?
