The first line in that page:
"This page is the official documentation for installing LTSP in Ubuntu
18.04."
I think that 16.04 had a systemd update which broke things, and I
haven't uploaded a new version for 16.04.
18.04: ltsp - 5.18.04+t201809080524~ubuntu18.04.1 2018-09-08
16.04: ltsp - 5.5.9+t201708260827~ubuntu16.04.1 2017-09-03
I.e. don't use 16.04 for new installations, use 18.04.
