chrootless on 18.04

In response to my need to create re-freshed logins on each boot for my
public ltsp lab ( see this discussion:

I am attempting to setup a new (xubuntu) ltsp 18.04 server as a chrootless
machine: My subnet (192.168.12.x) has DHCP provided by a pfSense router and
the client can see the LTSP server to PXE boot from no problem. The DHCP
for the client os provided by the pfsense DHCP server Ok, but  upon booting
clients hangs at this point:
Begin: mounting root file system ...
Begin: Running /scripts/local-top ...
Begin: Setting up ndb-client ... error socket failed: Connection timed out

At this point it gets stuck and goes to BusyBox

I tried to follow the instructions for setting up the server as per here:
