Is it consistently after Outlook has been online for 20 minutes?  What
happens when Outlook doesn't work and during this time you telnet to your
SMTP server on port 25 by running `telnet mail.server.com 25` from a DOS
prompt?  If Outlook doesn't work but telnet does, I'd put my finger on
Outlook as the culprit.  Otherwise, I might contact your ISP.

Because port 80 / the web works fine, I'd say your Actiontec is fine. :)
