Device Builder of Intel

Hi,

Did anybody use the free Device Builder Tool Kit of Intel? Does he/she know why the Spy (the so-called universal Control Point) does not catch some UPnP devices, while the sniffer catches them? 
What does the Spy do or verify before showing a device found?
