Control points and their purpose

Hi people, New to the list and i'd like to ask a general question. Control points. What exactly do they do ? are they some sort of program that runs in the background listening to the network for new devices? How does it detect a new device. Is this done by the device (for example a network camera) once it is plugged into the network? Im just a bit confused as to the discovery. Who initiates it? how?
