If IE were to stay-still, then yes, it would be possible.
But I believe Micro$oft would probably *delibarately* make
IE a moving-target.

Suggestion: support that Linux lobby you're talking about.
They have the right idea. Someone needs to convince your
government that it doesn't behoove a public institution
to put itself so-much at the mercy of a private corporation
such as Micro$oft.
