Not a problem for me, and the PDF opens in a new
browser window, not in an external viewer.  I'm using
Firebird 0.7+ on a SuSE Linux box, and I also tested
it with 0.7 on Gentoo.

If you're honestly asking this to see if it works on
Linux, you can be assured it does.

It sounds to me like you don't have the PDF plugin
properly configured to work with Firebird (and no, I
don't know how to do that on Windows, but I can assure
you it's easy with Linux).  

So, to answer your question is the problem yours or is
it a problem with Firebird, I'd have to guess that the
problem is yours, but it's probably shared by others
that haven't properly configured their browser.
