My laptop, which is a 233 MHz PII with 128 MB of RAM, has RedHat 9
with IceWin, Mozilla usually running, with XEmacs/VM for email -- runs
fine. KDE may be a little slow, I haven't tried it. At work I have a
Win XP Pro desktop PIII 700 MHz, 256 MB -- well I won't call it a dog,
but it's slower. The difference is not huge. (Yes, the work machine is
a vanilla Ops-supported machine while I installed and configured the
laptop very carefully.)

The 2.6 kernel (2.6.0 was released yesterday) is supposedly much
faster; I haven't tried it yet.
