i18n/locales hell

So I'm not a native english speaker, I'm from germany.=20
I write my private mails in german, I visit german chat rooms every now a=
nd
then.
Some files have special characters in it.

Special characters.

Namely: =F6=E4=FC=D6=C4=DC plus one KDE isn't capable of displaying right=
 now, and here's
my point:

I'm bloody tired of it.

I want *ONE* system wide configuration for i18n/locales.
But: I need to adjust i18n for: tty, X, xterm, gnome-terminal, KDE konsol=
e,
per application, for Gnome, for KDE, for god knows what.=20
All my i18n was almost fine until yesterday when I decided to switch to K=
DE.
