i18n/locales hell

So I'm not a native english speaker, I'm from germany.=20 I write my private mails in german, I visit german chat rooms every now a= nd then. Some files have special characters in it. Special characters. Namely: =F6=E4=FC=D6=C4=DC plus one KDE isn't capable of displaying right= now, and here's my point: I'm bloody tired of it. I want *ONE* system wide configuration for i18n/locales.
