made to work, it is not consistent from application to application.

The reason the bug stayed there so long is that it really belongs to the
underlying system, not to Mozilla.  However, the underlying system is
now ready to accept the fix (finally!!!).

I don't think that it is important to mimic the MS cut-and-paste
behaviour, and I also don't think that is is important NOT to mimic it. 
It is, however, important to make it consistent.  Configurable would be
nice, but consistent is very important.
