Why not look into modifying an existing file manager to suit your needs,
rather than starting from scratch? Gentoo is quite small and probably a good
place to start.

Alternatively, rather than learning C[++], learning something like Python,
particularly in combination with wxGTK and wxPython, will probably result in
much more instant gratification, especially if you insist on building an
application such as this from scratch.
