Govspeak for Cooperative Research And Development Agreement.  This is an
agreement between the government and a private company to take software
(or something else of value - may or may not be patented), share it with
the private company for a specific number of years, the government gets
software that fits their needs and a cut on the price, and the company
gets a jump on the competition.
