The kernel meaning usbcore or drivers?

Because we have drivers that explicitely support autosuspend.
The kernel thus has to have some knowledge about autosuspend.

That is already an exception in a common rule.
I suggest that autosuspend be disabled by default unless the driver
bound the the interface supports it.
