Given that it won't likely change over the lifetime of the product is it 
better to implement this as a compile time kernel configuration option 
rather than a command line option?

The hardware I'm working with at the moment draws more than 100 mA to 
run so it can't charge the battery at all on a 100 mA port.  The 100 mA 
port just reduces the amount of current drawn from the battery.
