I just rebuild the file based on the xml file from SVN
http://sourceforge.net/p/smartmontools/code/HEAD/tree/trunk/www/badblockhowto.xml

and now the missing sections are back in again:

My assumption is that the broken state was introduced
due to some changes (and repeated runs) on the script
I made some weeks ago to adapt it to changed sourceforge paths.
Its main purpose is to build fresh HTML copies of
smartmontools man pages. I was not aware that it has
also build the HTML-File for the badblockhowto and
therefore didn't check that..
