Unfortunately CSMI is not supported by all Intel RST drivers and it is 
not documented whether support exists or not.

The output of "smartctl -r ioctl,2 --scan" contains:

   IOCTL_SCSI_MINIPORT(CC_CSMI_1) succeeded, ...
   CSMI_SAS_DRIVER_INFO:
     Name:        "iaStor"
     Description: "Intel Rapid Storage Technology Driver"
     Revision:   ...

then CSMI is supported. If only

   IOCTL_SCSI_MINIPORT(CC_CSMI_1) failed, ...

is reported for all \\.\ScsiX device nodes, then it is not supported.

Bypassing a driver is impossible from the application level. It would 
require another driver :-)

Windows version and IRST Driver version?

Did you test 64-bit version of smartctl on 64-bit Windows?
