Probably because you aren't authorized to access it.  ;-)

Most, if not all, of those bugs are infrastructure related,
and contain information that must remain private for various
reasons.  This might include email addresses of developers
(to avoid spam harvesting), information about how our systems
are configured, etc.  I think (at least at the time this was
posted) infra was making the heaviest use of bugzilla, so 
you would've run into a disproportionate number of bugs you
couldn't see, versus down the road a ways.
