While it is true that many legal systems (inluding the US American
one) give strong incentives to addressing some matters in private,
I'm pretty sure that it is possible, without breaking any laws, to
set up an organisation in such a manner that all issues can be
addressed in public.  Depending on circumstances, it could possibly
be far from trivial to do so without creating and exposing weaknesses
in ways that allow people to easily destroy the organisation.  It may
be wise to avoid trying this unless one finds a law professor who is
willing to work on it pro-bono.  Another point is that moving
certain discussions into a public realm (where one needs to weigh
one's words more carefully) could mean that it takes more time to
write responses etc and that could possibly cause unacceptable delays
in getting done what is necessary.
