Though undocumented it was actually intentional: I was expecting that
sites would have standard directories containing "release" code, and
then individuals could push their personal directories - possibly
containing development versions of systems with the same name - in
front of that to override.

I'm not sure if in the grand scheme of things this is a greater or
lesser concern than the one you outline, but I use it a lot (when I
use Lisp at all, anyway.  Which is depressingly rarely)
