Changed some of the condizionalizations to take care of
PROVIDE/REQUIRE hacking for various CL (especially MCL/OpenMCL).
The new CMUCL version - 18e - may have some glitches due to the
unclear status of the :NEW-COMPILER feature.  Please be patient about
it.
