The GNU xgettext program, if properly configured, can extract translatable strings from Lisp sources, so that you can use the "standard" tools from the gettext suite to create the binary message catalogs containing translated strings. Using these message catalogs to actually display the translations from Lisp is not all that hard, their file format is documented in the gettext info manual (except the hashing algorithm for faster message lookup, but there are other ways to look them up). I have some crude, unfinished code for that somewhere, I guess I could as well try to bring it into a shape worth releasing (but don't hold your breath). It doesn't deal with date/number/currency formatting or other locale-related stuff, however.
