ILISP 5.12.0 as xemacs ilisp 1.26

The changes in ilisp 5.12.0 have been propagated into xemacs ilisp package 
1.26. There was a quite a lot to change -- the last major update to the 
xemacs package was based on 5.11.1 -- and I am sure that I will have made 
mistakes.

I have quickly tested the package on solaris 2.6 and 8 with allegro (4.xx), 
clisp and cmucl; and will test further under linux 2.4.18 and w2k when I get 
time. As always, if there *are* problems I will attempt to fix.
In the wise words of a talking cricket: "...quando non sa quello che dice,
