RE: Ilisp key binding changes (Option #2) - Please Review

I've received feedback on c.l.l. that people who use ilisp on 
terminals can't always enter shifed characters (e.g. "A", "B", 
etc). So I've decided to revise the proposed bindings (again) 
to eliminate all shifted characters. 

Incidentally, does anyone have a list of what characters are 
ALWAYS present on terminals?

So, for the time being, don't look at the bindings for option#2
because I'm going to be changing them.
