There are a couple of things that could be going wrong.

Firstly, with xemacs it is possible to download the xemacs ilisp package 
-- and the current verions is the sames as the latest ilisp release. The 
packages stuff apears under options/manage packages. If you need more 
help with this, give me a shout. (Thera are issues like you need to run 
xemacs as a users that has permissions to write to the packages 
directory, something like /usr/local/lib/xemacs/xemacs-lib/).

You then need to load the ilisp library. Then type M-x load-library<ret>.
This then asks you for the name of the library to load, which in this 
case is ilisp. (This should autocomplete using tab and if ilisp isn't 
there then it hasn't been installed as an xemacs package properly...).

The next thing to do is to run cmucl under xemacs. Type M-x cmulisp
and, as if by magic, cmucl should start. If it doesn't you may need to 
set the variable pointing to cmucl binary -- IIRC this defaults to 
/usr/bin/cmucl. Again any problems I will respond in my usual, hmmm, 
timely fashion. Small children, weather and phases of the moon permitting.
