There are two approaches to this with xemacs. A highly painful and 
complex one involving make files and moving this that and the other file

This depends on where xemacs is installed. Normally the xemacs libraries 
live in /usr/local/lib/xemacs/xemacs-packages and 
/usr/local/lib/xemacs-<version-number>/

Not sure about this one. Xemacs is available from www.xemacs.org.

If this is really what you want I can supply you with a full listing of 
the xemacs directories. At this point you may as well look at getting 
the cvs version of the packages system as this has make files that build 
the packages tar balls[1].
