Hence the IBM 1401.

But I have some hope for the yet another library problem: AI !
Just ask your favorite programming AI to gather all the libraries to do X, and collapse them in a single ring to rule them all, oops, I did it again, a single consolidated library to do X gathering the union of all the features of the old libraries and the features you actually want and need. If you ask to add legacy compatibility API too, we could hope tihis new library to replace all the old ones. It’s a little what ASDF did to all the defsystem libraries we had before.
